DGR's parody street ballad is an ironical, not to say cynical, critique of the entire socio-political scene—of the French revolutionaries, of the English Chartists, and of the government.

The poem was first published by WMR in 1898 in the Pall Mall Magazine , “Some Scraps of Verse and Prose”, presumably from the Ashley Library manuscript.
